Here John gave such a good explanation with example for different ways to apply CSS to HTML.
Inline Style Sheets
Inline style uses a style attribute and changes reflect only to the specific tag.
Inline styles are easy and quick to add but it must be applied to all the elements .It makes page slower and difficult to maintain.
Example :
<html>
<body>
<div id="info-wrap" style="border: 1px dotted #81B441;">
<div style="border: 1px dotted #81B441;height:50%;width:50%">
</div>
</div>
</body>
</html>
Internal Style Sheets
Internal styles can be used to whole page. You define internal styles in the head section of an HTML page, by using the <style> tag, as like below ex:
Example :
<head>
<style type="text/css">
  body
{
background-color: white;
}

.info
{
width: 50%;
float: left;
min-height: 150px;
}

</style>
</head>
This styles will make changes to all the elements or html tags used within the page. Internal styles are little easy to maintain but it makes page load slower.
External Style sheets
An external style sheet may be linked to an HTML page through HTML's LINK element: You define External styles in the head section of an HTML page, by using the <link> tag, as like below ex:
Example :
<head>
HTML
<body>
    <div class="dvLogin">
        <h1>
            Log-in</h1>
        <br>
        <input type="text" name="user" placeholder="Username" />
        <input type="password" name="pass" placeholder="Password" />
        <input type="submit" name="login" class="login btnReset" value="Reset" />
        <input type="submit" name="login" class="login btn" value="Login" />
        <div class="dvLogin_Help">
            <a href="#">Sign In</a> • <a href="#">Forgot Password</a>
        </div>
    </div>
</body>
When using CSS to the HTML Page, it is always preferable to keep the CSS page separate from your HTML. External CSS is a file that contains only CSS code and is saved with a ".css" file extension.

It looks some thing like this,
html{min-width:800px;width:100%;height:100%;}
.MenuBGColor{background-color:#d2d1d0}
.lblCurrentAffairsDesc{color:#333;}
